every band has to change tuning all the time. just happens when they get older. Zeppelin had to do it for their O2 show because of Robert Plant. No big deal.
Done that since 1995. Maybe E standard was too generic so they wanted to be different. It's not just Metallica though. I think of Eb as Metallica tuning these days. I still don't know why they jumped it back to E on DM; it is only on the album where they play it in E.
Strangely, Megadeth recorded the Youthanasia album in E flat too. I highly doubt that had any influence prior to Metallica's Load-era tuning though!
