It's a serious issue. None of the govt. has ever addressed this part of the society. They need equal opputunities like education and health. You can only improve the sopciety if you start accepting them as your own and provide them with affection, and equal social benefits.It's really heart breaking. Who ever they are, they're "Pakistani"...!!!
