After completing hole #1, there is a wait ahead and noone teeing off on #1, can I practice some chip shots on the #1 green?

Yes. Between the play of two holes Rule 7-2 permits practice putting or chipping on or near the putting green of the hole last played, any practice putting green, or the teeing ground of the next hole.

After teeing off on the first hole, Bob runs over to the practice putting green to get a few strokes in. Even though this is a practice putting green, can he practice with a ball in play?

Rule 7-2 states that a player must not make a practice stroke during play of the hole. Practice putting on a practice green can be done between the play of two holes.
