Just sink the ship? Its cheaper and simpler than chasing it down with a freaking helicopter. Or they could've shot out the engine, much like what US Coast Guard snipers do... Better yet, shoot out their engine, shoot a few holes into the ship, then leave them there (hopefully in shark infested waters). Honestly, why arrest pirates?! You either have to let them go or imprison them. Letting them go makes the whole ordeal pointless, while providing them with food and shelter is counterproductive..
