Public Hearing - Feb 5, 2009, H HCR-6: A resolution affirming States rights based on Jeffersonian principles. Testimony of Rep. Representative Timothy Horrigan (Strafford-7).

In this clip, Representative Timothy Horrigan expresses his "support of the general principles" of HCR-6.

As you'll see in the video, he has issues with some of the details contained therein. Specifically, he believes the Federal Government and the New Hampshire General Court do, in fact, have the "Constitutional power to regulate firearms". This is as close anyone came to opposing HCR-6 in the first hour of public testimony.

    "a well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."

    The term "well regulated" in 1789 referred to something being in proper working order. A well-regulated militia was functioning correctly and as expected.

    Firearm regulation is strictly up to each state, but the RIGHT to keep and bear or own and carry is a necessary individual right which shall not be infringed.
