Their island should be rich in marine life since the country is not very developed and little waste is disposed in their waters. So why not catch seafood?

i've always believed food aid is not the answer to poverty. rather give the people skills for developing their country, i.e sustainable development. Food aid only increases poverty, laziness, and the poor's dependency on the rich.
