I don't know in what city Astro Boy is suposed to be set exactly, but it's clearly it isn't anywhere in Japan. In fact in this episode that specifially mentions New York.

@stramayne They say it's New York, but that was an edit made when it was dubbed over. You know how Astro sometimes flies by this building that looks like a smaller Eiffel tower? That's the Tokyo Tower in Japan. And in "The Robot Olympics" Japan is the starting point, and all of Astro's friends somehow manage to show up, and later they're talking at Astro's house.
