The "system" may need that but saying it like he did wasn't to help her. It was to make himself feel better. The way he did that was wrong. However, I can see that's part of what moves the story forward so Marc realizes as much by the end of the episode. Better he than Kimmy Keegan. The actor I think did an amazing job. I'm sure that must have been a very tough, emotional scene for everyone. Its sad how the industry doesn't look at those moments when they cast for best program on awards shows.

My mom did too (want to slap Marc). But he was telling the truth though-basically any system that runs off of funding (like YETI, I presume, would) DOES need to meet a certain quota to attain said funding. It's stupid-but it's true.
