1:24 is not necessarily a fail. In this case, it would be a minor, provided that the examiner is happy with the majority of your riding up to this point. If they were not sure about your abilities though, they could put it as a fail as an excuse to fail you. In this case, no other vehicle was directly affected (did not cause another vehicle to change speed or direction) so it would have been a minor. If there was something to see however, it would have been a serious fault - and a fail issued
