Addressing the Second Secular Islam Summit held in Tampa, Florida on March 7, 2007, Professor Walid Phares called for four years before the Arab Spring in 2011, for a revolution by the peoples of the Muslim world for democracy and pluralism, in order to change the battlefield of international relations and isolate Jihadism. "Such change would help the Muslim world fit itself better in the modern age as Salafists and Khomeinist are rejecting obstructing reforms," he argued. "Al Qaeda and the Islamists reject international law because they do not accept higher laws than theirs. They want to establish two planets on one. It is Dar el Jihad versus the rest including Muslim seculars. Unfortunately Western academia misinformed the public about the challenges. While theological reforms may take a long time there are several pressing issues related to world security which needs to be addressed. One is Jihad, which cannot fit international laws and must be rejected as such. Second, is the so-called Kuffar notion, as it breaches human rights and Third is a Caliphate imposed by force."
