Borg: as you phase down, as you said, that war in Iraq, are you going to have to phase up Afghanistan?
Obama: I think that we are going to have to send a couple of additional brigades into Afghanistan to help shore up what has been a declining security situation in Afghanistan. We also, though, have to ramp up the nonmilitary efforts of reconstruction in Afghanistan.
You know, you talk to generals who are familiar with what's happening in Afghanistan. They say we need agricultural specialists as much as we need an additional platoon because we've got to teach farmers to grow things other than heroin poppy. We've got to give them roads and infrastructure that allows them to develop economically. That's the kind of investment that we have to make if we're going to stabilize Afghanistan.
