Vehicles in Santa Monica, CA with handicapped plates are permitted to park at meters without paying and in permit zones without permits. Obviously, this was intended for handicapped vehicle owners.
Sunrise Assisted Living owns a handicapped passenger van with disabled plates. Despite having their own parking garage and handicapped loading zone in front of their property, they've decided to park their commercial passenger van on 15th Street overnight when they're not transporting passengers. A complete abuse of their handicapped plate privilege if you ask me.
Perhaps the non-handicapped residents of 15th street should start parking in the Sunrise Assisted Living parking lot overnight...
Actually, they're not; and while I agree more should be done to go after those who park in handicapped spots illegally, one transgression doesn't excuse another. Residential neighborhoods dependent on street parking use permit-only areas when the limited parking could get overrun by commercial business. Using your example, this would be like the fire department buying a new fire truck -- but instead of building a garage to store it in, they decided to park it in your driveway overnight.
