Lol fearsomemaiden, he/she just put some hair and he let it fall into place, and then trimmed it a bit. If you want a good hair system you need to go the old way. Model a nurbs hair(in maya ofc), not acurate but a good volume with nice curves. Rebuild the surface to get really nice curves (a lot of them) and extract those. Make a new hair sistem on a sphere, then assign that hair system to the curves. You can then delete the folicules from the sphere and delete it. Each curve will be a clump.

It solely depends on the experience of the user, in my opinion. This guy looks like he didn't take time in really making his hair look real. But he still did a nice job.
