Very interesting. The whole video is available on googlevid i think. Hopefully someone will recreate these types of experiments in the future with a easier/more visible setup, and a better recording system :-)

A hard-vacuum bulb should be a prodigious source of x-rays, and might be depositing electrostatic charge into the surrounding air. Nikola Tesla discovered the single-electrode x-ray tube. Or maybe the camera is just responding the Tesla coil power supply?
Hey, I just tested this phenomenon. And it works! I connected a high-vacuum bulb to a small "violet wand" handheld tesla coil. The filament of course doesn't light up, but the glass glows green in the darkness. And when held near a suspended piece of aluminum foil, the foil is attracted to the bulb.
And yes, the bulb does fire off a geiger counter. But it doesn't make a fluroscope screen glow, so the x-ray output is pretty weak.
