so if you have no air in the glass, the only forces acting on the paper are the water acting down and atmospheric pressure acting up. When you take the atmospheric pressure in feet of water, you get about 33 feet of water. this means (surface tension in consideration) you could have a 33foot cup filled with water, and still keep the paper on there.

I do not know if you are still looking for an explanation, but AKangarou is wrong. the same number of molecules occupying more space is just, lower pressure.
anyway, in this case the paper is being held on by tension. Water can have a tensile strength of 30x10^6 N/m^2, where if you do the math and convert, it would work out that the paper/cardboard would be held up. I think normally this trick is done with no air in the glass. Air in the glass will be at atmospheric pressure.
