Des McNulty's opening speech in the Literacy Commission Debate. The Literacy Commission was set up by Labour in 2008. Based on the Literacy Commission's findings and recommendations which Labour welcomed and pushed for in the debate, The Scottish government agreed in this debate to the establishment of a Literacy Action Plan.
In his speech, Des called on the First Minister to make literacy Scotlands number one educational priority and to ensure every child in Scotland leaves primary school able to read, write and count.
