Somebody gave me one of these bikes yesterday. I found this clip today and have adjusted the brakes.
Just like the man said . . . the pads were on the FRONT! I need new pads, but by getting the old ones set correctly, these will hold me until the new ones come in.

Spoke tension is important. You don't want the rim to flex up and away from the brake so having each and every spoke well and equally tensioned gives the brake a more solid feel.
