The classification is canoe because the paddler is sitting on his/her knees and using a single bladed paddle. Also, hull designs for C1s and K1s are different. Open canoe is it's own class, OC-1, and is not in the olympics. BTW, the governing body for slalom, sprint, dragon boating and several other disciplines is the International CANOE Federation :)
