Should high school distance runners do speed development year round?

I think high school athletes should be doing some sort of strides all year...even in summer and winter off-season training. At least at 1,600m pace, and probably faster. That said, there are other workouts than this one that need to be done weekly. Long run each week and then most weeks a threshold session of some sort. But if you do this every other week all season long that's a great way to improve speed. And it's good for both middle distance runners and cros country athletes.
