Strange helicopter hovering over a boat in surfers paradise

Saw this helicopter which looks to me like a Robinson or something similar hovering over and almost trying to land on a boat. Not sure if it is a police aircraft but at some stage it looks to me as if i can see red and blue lights flashing but it could be the reflection of the sun. Video taken from the Q1 Residential Tower on the gold coast australia. Also excuse the crappy quality, the video camera was zoomed almost full.
