The politicians in the US are using the tobacco business as a tax cow. They will forever just like they have with alcohol. People that smoke cigars will continue to do so even with the tax hike. This will not effect the islands too much as discussed on this video.

This is an excelent video to understand the reason why this activity should be reclassified as a handicraft industry, and this activity should excluded from present and future taxes on tobacco products.
