Kefka is the most evil villain ever. No one has destroyed everything as he did.
Sephiroth is not that evil, he is just hurt, he is kind of rebel, but I don't see him as a badass villian, just a traumatized rebel.

@reelbigfishys Kefka was a Nihilistic psychopath, Kuja was a self-serving Narcissist. For those reasons they are the best ff villains imo.
