Thats what i have been told, but it seems dangerous to me. What if you are going downhill? What if you are driving on pavement? You sure dont want your back tires locking up on pavement. It doesnt seem like a very good design to me, if thats they way they are supposed to work.

How do the brakes work? On my 1100 the back tires lock up whenever i touch the pedals. Im not too sure whats wrong with it...

@jleestud That is how they are supposed to work. They will lock up when you push the pedal about an inch in, it is how it is supposed to be.
