the 80s were sooo great. i really miss em. dont feel that way about the 90s or 70s even tho I remember both decades. 80s were FUN with GREAT music!

The "uggo weird lady" you're referring to is the late, great Edith Massey. The weirdness of the video can only be explained if you're hip enough to know who the piano player is. If you don't, then there's no point in trying to explain it. Just sit back and enjoy the ride.
