Prior to the 2003 general election in Ontario, the Canadian Federation of Students secured a commitment from the Dalton McGuinty Liberals that tuition fees would be frozen for "at least two years" and that a McGuinty government would consult students about a new framework for funding post-secondary education.
After the McGuinty Liberals tried to wiggle out of the tuition fee freeze promise and delayed announcing the freeze until April 2004 to allow ideologically opposed university presidents every possible opportunity to attack it, the Federation won the freeze for 2004-2005 and 2005-2006 and the reinvestment of more than $150 million in annual public funding for colleges and universities as a direct result.
