There different levels of recitation. In total there are 3.
You will see some recitors reciting fast which is called "Hadr", but they still apply all the rules of tajweed.
You will also see some recitors reciting very slow which is called "Tahqeeq" and finally where some recite netiher too fast nor too slow which is called "Tadweer". The above recitor (may Allaah preserve him, aameen) is reciting on the syle of fast recitation. Hope that helps inshaAllaah.
