FDR's worker programs employed millions of Americans that wouldn't have had employment otherwise during the years of the Great Depression. He probably saved millions of Americans from starvation and diverted a potential communist revolution in the United States by adopting moderate socialist policies that still acted within a capitalist framework. Hoover's solution of letting "the market work itself out," had done nothing to prevent the the deepening of the Great Depression.

Under FDR, national gross domestic product began to rise in 1934 and returned to pre-1929 levels in 1939, two years before we got involved in WWII, and continued to rise from there. Furthermore, he put in place safeguards to prevent that kind of depression from ever happening again, such as FDIC.

did he save people from starving by paying farmers not to grow food in an effort to prop up prices on farm crops. Government programs never decrease unemployment, private sector employers have to be taxed to pay for the government jobs which increases unemployment in the non subsidized industry
