Your dog's anal glands are probably just full. It's actually normal for this to happen once in a while (like once every few months), but if he does it often, you should probably bring him to the groomers so they can release the fluid. And if your wondering why dogs have anal glands, it's because wolves use them as territory marking when they 'poo'. Because domesticated dogs don't need this trait, many have ended up with these glands in the muscles. This is most common with smaller dogs.
