could this harm my computer? i have an old 2003 Dell Laptop that has been fixed so many times that i've been working on to make faster. I've already done what it says in the video, but could these settings later on harm my computer?

When I start up, there is this black screen with a cursor and stays like that for about 5 minutes.

can i lwer it lower then 5000 on regedit?can i lower my boot time to 0 sec?

Actually 5000 stands for 5000 Milliseconds which equals 5 Seconds so that is the optimal time to wait for processes to end, then to make boot time 0 that actually gonna make you're computer not even hardly faster as 3 seconds are quite enough because if or when you have multiple OSs making it 0 won't leave you time to choose which OS you want to startup

what if my WaitToKillServiceTimeout is already 5000?

Then you're computer is already tweaked
