He's probably a veteran. He's wearing dog tags for f's sake. Perhaps the VA was like "wait a bit longer and we'll get to you when we get to you."

@jacob7207, I happened to be with a sizable group of off-duty soldiers when this was filmed. He may have been a foreign national... I don't know, but NO ONE I was with had the impression this guy was a US military veteran.

True, many people with mental illness do indeed comply with an authority figure present, giving them specific instructions. However, no one in their "right mind" would 1) drop pants in public; 2) talk gibberish; and 3) attempt to engage total strangers in the street. You are right, I was not there, but I have seen this type of behaviour many times. If no medication, case management or counseling is given to this man, he will be out on the street to do this again, and again.

@KojiRecords, Fair enough. I agree with you that this wasn't necessarily funny, but it was fascinating nonetheless. His behavior is consistent with a psychotic episode. I keep hoping that someone watching this will recognize the language he was using and identify it. If he was understandable it may shed some light on what was happening.

No, this is NOT FUNNY whatsoever; unlike other clips where people strip for the fun of it, this man is clearly suffering from mental illness and not in control of his mental facilities. Posting this should only be seen as an example of mental illness and not for entertainment purposes. This man has probably suffered from mental illness all of his life; hope he was able to find help via case management, counseling and medication.

Koji, You sound like you have some medical training in your background, as do I. My distinct impression was that this man just wanted room and board. When SFPD showed up he understood their verbal orders exactly, and complied with them succinctly and precisely. So he demonstrated that even though he was speaking gibberish and displaying erratic behavior, he was in complete control of all his faculities. Perhaps if you were there in person you would have come away with a different opinion.
