Ok guys, this is NOT the bride and maybe not the groom. It is the garter tradition that the groom takes the garter off the bride, then the guy who caught the garter or the bestman (or maybe the groom) puts the garter on the girl that caught the bouquet. That's why he's putting the garter on her and not taking it off, if that was the bride he'd be taking it off because the bride wears the garter through the wedding ceremony.
