Not really, the use of animation for propaganda is well-cemented (used by the Nazis, Japanese, Americans, British...you name it; some early Soviet stuff as well I believe, though later Soviet animation was mostly a vehicle for subtle political protest). I mean, arguably, the use of cartoons for political commentary or support or whatever is...well, very old. Since the advent of the printing press, I suppose.
