I would never stand next to a vacuum breaker when operating it. You have no way of verifying the integrity of the vacuum bottles.
It's possible this breaker is not energized, they're cycyling it for test.

as long as the breaker case is properly grounded is is safe to touch under load.

I work for a company that builds switchyards. We have 132kV breakers with the same operations and are perfectly safe to stand close to them during any operation.
As with our yards once built, the techs that build these breakers offsite, come and show the owners of the yard all the correct operations for the breakers.
Is the circuit breaker unther load at that time ? It has 33 kv electricty and no one can approach so close to it under load.
