I'm sorry to say this but Ken has actually changed his mind in the past few years about stages and states, and how they interact. Have you seen the Wilber-Combs lattice? That's how he conceptualize it now.
In other words, states don't have anything to do with stages. You can have state-experiences at whatever stage you're at. States aren't "glimpses" of the higher stages. Read his latest book Integral Spirituality, it's quite good.
