I don't know. The mechanics of a hand-crank system would be difficult with the linkage passing through a wall. There are electric rolling shutters that operate from inside. These work just like a window blind.

Tim, is there such a thing as a shutter that can be shut from within a home? I'm thinking of some hand-crank system, but I don't know if one exists.

why would anyone replace functional shutters with those terrible and obviously fake vinyl shutters!

Yes, they are easy to install, and require little if any upkeep. The fact of the matter though is they look really tacky and they don't serve any function. They don't swing over the window for protection, and they are not located in the correct location so that if they did swing they would not cover the window properly.
Remember you said you loved to use wood yourself in your "Wood" video, now you want to use some toxic plastic shutters?
