The voice is that of Thurl Ravenscroft, who did Tony's voice for over 50 years. Ravenscroft also did many of the voices for Disney movies, TV shows, and theme parks, and his voice characterizations can still be heard at the various Disney Worlds.
Mr. Ravenscroft was a member of the Mellomen quartet, who in addition to working for Disney also did the theme music for the various Warner Brothers Western TV series, and also the interoduction to the 1966 movie El Dorado.

That's so funny. Of course I'm Tiger biased, but when he says we add 'just the right amount of sugar', he might as well have said - a gr-r-r-eat amount of sugar!
