That's called korean backdash canceling, or KBD.

It basically involved back back, down back, back, down back, back over and over again.

A normal back dash has a recovery time where you can't block, but if you cancel it with a down, and then another backdash, then you're back to blocking. It's an invaluable asset, as you move faster than a normal back dash, and it's also safer.
