@WoWgnome123 that noise or what you call a "Fatman Mating Call" is the noise of the skateboard wheels coming in contacted with the ripples of the metal of the dock, the dock has ripples on the metal because when boats pull up to it and someone gets out on the dock the ripples give a good grip to any slippery substances they have on their shoes.
