I think it's Alucard from the movie. It appear as Scarecrow, but with Batman comes many secrets.

the first is : I will return batman. that means scarecrow must be back for a third game

I expect this is the Scarecrow, why? in Asylum, he is assumed killed, but there are many clues to he being alive, since you can find a test subject of his, his mask, a group of thgs dressed in a similar fashion to him(one group, unique) so i guess he is planning something for the entirety of ghotam for the next game..
