Um, this is tested via PC. Further, you can press U+D on a number of 3rd party controllers.
Comically enough, there had been a report to them about the L+R bug in Zelda 2, but it was dismissed as "an illogical impossibility"
It's not that it wasn't known that L+R/U+D broke things, it's that people never expected it to happen... and you know what that means for speedrunners and TASers ^_^

unless the controller is broken, you cannot press U and D at the same time. It would be hard to test and unlikely for the player to ever encounter this.
