I think of it like, how people don't recognize people that have problems. They still know that something is wrong, but nobody wants to try and help. Suicide is common, nobody should just expect someone to not have the guts to do it. Even if they have the lamest of problems that you shouldn't be troubled so much over, different individuals can endure their own amount of pain. Everybody is different. Wow im cool..

@rAnDoMNeSSlaDIda Kind of. Not so much "They tried but didn't do enough". It's more of a, everyone kind of knew that something was wrong but they didn't do anything, and the whole song is the narrator saying how he WISHED he tried and would have paid attention to the signs.
