Cello strings are too heavy, and viola strings are too short. Try guitar strings of .012, .017 and .026W gauge for a 25" or so scale dulcimer.

You can learn to play the bowed dulcimer regardless of experience. Experience, however, helps. Lap dulcimers are not designed to be bowed, although it has been done.
