I don't think you guys are being over the top at all. Nine is too young for that, regardless of what day it is. A nine year old doesn't know what it means when she wears something tight/short/revealing; she just thinks she's being grown up. she doesn't realize the message it sends, or the potential risk to her. Normal people wouldn't think twice about a nine year old showing "skin" in a costume, but the kind of people who are into nine year olds might. it sucks that that's the world we live in.
