It is an abbeviated form of "the idiot who wrote that" with makes sense when the right emphasis is interpreted, it probably doesn't fit with the colloquial language in your country, that's probably why you don't understand it.

What it is is not an "abbreviated form" of anything, it is just an improper use of grammar, why don't you go back to school and try learning something.
