I was just giving the definition of "reminiscent" in the context it was used. You are right about the harmony. This piece is not by one of the great masters. It is a piece by a present day pedagogical composer. The pattern of the arpeggiated figure is similar to that of the Bach C Major Prelude.
No folks, this piece is not by Bach... it is REMINISCENT of Bach's Prelude in C Major, but this is NOT Bach. Baroque music would never modulate so much, or use harmonies like that.

harmonically its more debussy than bach, im not saying its debussy either.

It means it reminds us of Bach, perhaps intentionally composed that way, but definitely is not Bach.
