The "blurry" textures were actually a hardware feature that most developers chose to use instead of showing large, pixelated, unfiltered textures.
The PS1 and Saturn always seemed to have "loose" polygons to me. The color depth and polygon edges also seemed "dirty." Kind of hard to describe...
