Hmmm I can't hear the engine running and these vans have remote central locking activated by the key fob. There's nothing to say this postie hasn't turned off the engine, taken the key and locked it as he has walked over to the box. I reckon he's done exactly that, he looks like a dedicated postie as he's in full uniform and using the correct coloured sack (red) for letterbox collections it's reasonable to assume he's turned off the engine and locked the van.

I cannot believe you filmed this. By the way, as an ex insurance worker, I know of a case where a vehicle has been stolen with keys in the ignition but the vehicle was in sight, and the owner of the vehicle was deemed not at fault because the vehicle was in sight. Whilst RM rules and regs state he must lock the van, they're mainly there as a means to get rid of staff. If it came down to it, it could be argued that the van was in sight (you were filming it) and therefore not in danger of theft.
