The Sternin & Fraser Ink vanity plate dates back to their 1987 series 'The Charmings'. The medieval-sounding music that accompanies it was an actual end-of-scene cue from The Charmings.
Actually, the Sternin & Fraser Ink. logo was used since the whole run of "The Nanny" from 1993 to 1999. But in 1995, they shortened the logo, in favor of the Highschool Sweethearts logo. And the logo was slowed down betwen 1993 and 1995, but not THIS slow! The IAW byline is fake though.

no they didn't use that till 1997 and plus the episodes with that S&F logo had the 1993 TTV
