Actually, no. Anyone can win at cosplaying if they aren't stupid/lazy about it.

I saw an Asian Sailor Moon. She failed. I saw a skinny Goku. He failed. I saw a non-Asian Shinku. She won.

I wouldn't say so- there are plenty of distinctly white anime characters. Lelouch, Shirley, L, and Mello weren't Asian :p. In fact, neither were a lot of the lead roles in Blood+.

That's not even mentioning the Tales characters: a guy with flame red hair named Luke fon Fabre isn't going to be Asian o_O.
