Of course it's a joke, unika542, and a good one if you ask me! Believe me, they're not dissing Cindy at all, it's just a kind of joke they always perform at the tv program "Muchachada Nui". Basically this kind of joke is based on the contrast between the way the actor is speaking (a very strong accent from La Mancha, in Spain) and the character he's supposed to be portraying. You would laugh out loud if you could understand it!
